Bus PROGRAM_INV3 Brian Burt PROGRAM_INV4 David Polishook PROGRAM_INV5 Michael Marsset PROGRAM_SCICAT near-Earth objects PROGRAM_ABSTRACT_BEG Understanding near-Earth objects [NEOs] are a Decadal Survey priority because: [i] their link to meteorites traces Solar System origins; [ii] their proximity to Earth enables robotic and human mission opportunities; [iii] they present a long-term hazard. Barely 10% of potentially hazardous and accessible [low delta-V] NEOs have physical characterization. We prioritize our proposed SpeX observations toward reconnaissance supporting future missions, recognizing the science return is long-term. Strategically we target those objects observable now, which are not favorable again for decades. Beyond NASA mission support, we have 7 immediate [short-term] science goals addressing Decadal Survey priority questions. PROGRAM_ABSTRACT_END
