Tony,  Could you talk to George and work out a written set of requirements
for the automatic balancing?   In particular:  What is the objective
of the software?
How close in balance is the system required to be?  How close should the system
be before starting the procedure?  How long should it take?  What should be done
to protect the telescope-- are there damaging failure modes and how will the
the telescope be protected from harm?  Will the system require watching or will
be be completely autonomous and failsafe?  Anything else you can think of.

Then can you estimate the amount of time it would require to implement.
